According to the information center of national elites foundation, Dr. Mohammad Saleh Torkestani pointed out the meeting of elites with the Supreme Leader of the country, affirming: the mechanism of using elites in any society can be compared to market structure, in which one party presents talents and the other party demands talents.

He mentioned that the problems in establishing demands for elites are covered in most gatherings and media, asserting: this is significantly important and one of the justifiable expectations from organizations such as the national elites foundation is providing facilities to simplify this issue. Therefore, we must focus on the fact that as long as the mechanism of organizations of the country is not based on effectiveness and efficiency, and the criterion of the progress of individuals in state and subnational government systems is not talent and capability, no law or incentive or punishment can direct organizations toward demanding elites.

In terms of the supply section of this market, he added: we need to distinguish the definitions of elites and top talents. From the perspective of the strategic document of the country regarding elites’ affairs, the top talents are mainly the youth with excellence in specific fields, such as scientific, cultural and art issues. These individuals must strengthen their talents and be directed toward the path of growth. On the other hand, elites own excellent talents and have been able to employ these talents to positively affect the society by entering the area of solving the state’s problems.

According to Torkestani, the national elites foundation is active in recognizing, strengthening and guiding the top talents, and have designed programs for these individuals so that they could be able to play an effective role in solving the country’s problems in the end.

He mentioned that elites naturally exist in the community, some working under the supervision of the national elites foundation and some with no support. In this regard, he expressed: we call someone an elite when it is not only on papers. They must have some features to transform an organization or unit.

He continued: unfortunately, elites are determined in our society based on degrees, articles, and GPAs, which cannot be the proper criteria in this regard. A person might have a desirable position in terms of academic degrees and at the same time fail the performing of the role of an effective person in the country.

We Have the Problem of People Who Pretend to Be Elites

The Director of management development and resources of the national elites foundation emphasized: unfortunately, we have the problem of people who pretend to be elites, which is sometimes intensified by uninformed media. These people who only have the appearance desired by the national elites foundation to receive facilities have one thing in common and that is demanding from the community.

He continued: therefore, we are constantly seeking the updating of our criteria so that the top talents could be identified and supported. We hope that a process is created by strengthening the information system of the national elites foundation, according to which these talents would be directly assessed by the foundation and not just based on public announcement to obtain evidence of excellence.

We Cannot Keep the Elites in the Country with Money

Torkestani reminded: eliminating the financial problems of all social strata, specifically the elites, is the responsibility of any government. However, we need to realize that elites cannot be kept in the country with money. It is a false belief that an elite would stay in the country if we give him/her more money.

He continued: attachment and dependence on the country can keep the elites inside the country and money is not the main factor.

The Main Demand of Non-resident Iranian Elites

Torkestani pointed out the non-resident elites, affirming: most of these people say that their talents are not optimally used in Iran. This is a key issue, and the foundation must comprehensively deal with this area. For instance, the Shahid Ahmadi Roshan Program puts the talents of top students in actual work. These individuals must be strengthened to have dependency to their country and provide valuable services.

Torkestani mentioned that the authorities in the national elites foundation plan on the activities and processes of elites to enter the area of problem solving for the country. In this respect, he stated: we have increased the capacity of attracting talented individuals, whether by the non-state and state sections, by correcting the laws for managing the services of the country. 

The Director of management development and resources of the national elites foundation reminded: when those who pretend to be elites are not supported and most of the top talents are directed toward empowerment in the problem-solving area of the country, the statements of the Supreme Leader of Iran will be conducted.
