According to the report of the Communication and Information Center in the Vice Presidency of Science, Technology and Knowledge-Based Economy, Dr. Ruhollah Dehghani at the meeting of the Knowledge-Based Economy Council in Ghom Province, which was attended by Seyyed Mohammad Taghi Shahcheraghi, the governor, and a group of directors and presidents of universities, science and technology park and officials.

In this meeting, Dehghani said, referring to the discourse, stream-building and basic capacities in this province: Fortunately, there are very good streams of science and technology in the country, and we seriously support its development in the direction of the formation of a knowledge-based and popular economy in Ghom province.

Referring to the preparations for the formation for city of Salam in this province, he said: due to the very good identity capacities that exist in Ghom province, there is an opportunity to create a technological and innovative ecosystem, with all the facilities and characteristics of a city with requirements and needs with technological and innovative work is available.

The vice president of science, technology and knowledge-based economy, referring to the implementation of the provincial cut of knowledge-based economy in Ghom province, said: the existence of a specific plan based on the facilities and capacities of each province can be an effective and operational form to realize the knowledge-based economy and popularize the economy. In this regard, the provincial cutting program of knowledge-based economy will be followed in 10 provinces of the country this year. The criteria for the development of knowledge-based economy are mainly specific criteria that the progress and promotion of each of these criteria should be in the form of a consistent and systematic program in provinces should be evaluated and followed up.

He clarified: In the framework of the cutting plan of the province's knowledge-based economy, facilities and powers will be provided to the governorates, and in line with these powers and facilities, the tasks and responsibilities of each province in the field of knowledge-based economy will be determined. In this regard, in a written and continuous manner, reports on the performance of the province in the advancement of this program will be obtained, and the support will be allocated according to the progress of each province in the path of realizing the cutting plan of the province of knowledge-based economy.

Dehghani added: This program, which is one of the examples of popularizing the economy, will be implemented until the end of July this year. In the first step, the provincial cutting program will start its work in 5 provinces and will be implemented in 10 provinces of the country by the end of this year.

The head of the National Elites Foundation emphasized that the support should be real and focused on one or more strategic and effective projects, and continued: In many cases in the country, the multiplicity of resources and infrastructures has caused effective steps not to be realized. For example, in some cases, even compared to Germany, which is considered one of the cradles of industry, we have up to three times more machines and laboratory equipment and manufacturing and production equipment at our disposal. This is despite the fact that some of these equipment will not be economical and affordable if they do not work around the clock, while there are several examples of these devices all over the country that are practically unused. This complication in the country was caused by the approach of resource cost allocation without planning due to the incorrect approach and attitude towards oil revenues.

Pointing to the necessity of transformation in approaches to the allocation of resources, defining projects and making society play a role in their implementation, he said: The fact that the Supreme Leader of the Islamic Revolution emphasizes the concept of transformation is an emphasis in this direction and the importance of the issue of transformation in approaches shows; A view whose targeting is beyond minor or occasional changes and a serious transformation must take place in the intellectual system.

The vice president of science, technology and knowledge-based economy, pointing to the necessity of popularizing the knowledge-based economy in order to increase the scope of influence and transformation of this economy, stated: In his statements, the Supreme Leader considered transformation as an example of transformation in the economy, not because it is a basic element of life, but now it is the most vulnerable pillar of people's lives. They also mentioned the popularization of the economy as a clear example of this development. But the concept of popularization is not limited in jihad works, which is of course necessary.

Referring to the territorial and intellectual capacities of Ghom, he said: due to its rich intellectual, human and scientific capacities, this province can be the source of tremendous transformation, especially in the field of popularization of the economy with the development of the knowledge-based economy.

Dehghani emphasized: Insular thinking and sometimes abstract and far from reality thoughts that are unrelated to each other and disproportionate to local conditions and territorial and economic characteristics have caused serious damage to the country. Instead of focusing on what infrastructures we need and what infrastructures we have, we should get over this form-oriented attitude and focus on what we should do and how to take the burden off the country's shoulders.

Stating that the supporting capacity of the knowledge-based economy has grown several times this year, he said: We do not have a problem in terms of resources, but we have to do serious work in implementing an accurate and efficient model for spending. Using the model of agreements to allocate support and credits is based on facts and is more operational.

Available resources should be focused on a certain number of efficient projects in order to see more impressive results and effectiveness.

Referring to the importance of forming a model ecosystem, the head of the National Elites Foundation said: We need local, regional, national and ethnic concepts to implement a model ecosystem. We need a community model to be formed as a complete conceptual ecosystem of science, technology and innovation. There are intellectual and religious foundations to architectural and structural foundations and its economic requirements. This ecological model and standard is realized with the participation of people. We are ready to allocate a part of the support of the Vice Presidency of Science to this issue, but it requires the cooperation of all elements and departments to make this infrastructure ready and usable.

He stated: There are very good facilities, infrastructure and human talent that it is enough that these infrastructures reach the people with Sharia, Islamic and correct models and implement them in an approach where the people have a role. The realization of this will certainly bring many blessings and fruits.
