Ruhollah Dehghani, Vice President of Science, Technology, and Knowledge-Based Economy, during his speech at this meeting, emphasized that productivity and pragmatism in line with the demand of society and the market should be the serious approach of science and technology parks across the country, and stated: We are in a period when people should feel the role of a knowledge-based economy and the efforts of technology and innovation ecosystem activists in the context of their lives. A significant and increasing impact on basic indicators such as gross domestic product is one of these components, and employment, creating added value, and increasing welfare are other indicators of the effectiveness of a knowledge-based economy in the life of society. We must come to believe that it is necessary to take steps beyond promotion, advertising, and encouragement measures in science and technology parks and move towards providing real output, development, and real role-playing.

He considered the improvement of the country's conditions to require targeted and intelligent support for knowledge-based and technological activities and said: the requirements of the 1990s and 2000s of the country, due to the abundant incomes from the sale of oil, required extensive development and infrastructure construction; Rather, we should focus investments and development in a targeted way with the participation of the private sector and focusing on real and specific priorities.

The head of the National Elite Foundation stated that the support, guidance, and management approaches of the parks should move from supply-oriented to demand-oriented, and continued: the supply-oriented approach is not necessarily fruitful, and in supporting and guiding a startup team under the growth center, accelerator or science and technology park, the capacities, priorities and needs and demands of the market should be taken into consideration. It is not correct to encourage and guide all graduates and academics to entrepreneurship and form startup teams in the hope that they may or may not succeed. For example, in one of my visits to a growth center in a less fortunate city, I observed a young and small team working on an advanced product such as an automatic car transmission; Meanwhile, much larger companies are working on this issue, and if this team fails for any reason, it will have profound consequences; Therefore, science and technology parks must give support and priority to teams and projects according to specific capacities and needs.

The vice president Science, Technology, and Knowledge-Based Economy emphasized that science and technology parks should become a favorable platform for meeting the needs of the market and technological innovations, and continued: In the support and implementation approaches, the needs and priorities of the market must be given serious attention in the first step. I believe that the approach of supporting technology and innovation, along with the central issue and paying attention to the needs of the market, should be followed in a balanced way; In some places, we may need to innovate engines and technology, and in other places, we should pay attention to market-oriented needs. Parks should have an inseparable link with the needs, capabilities, and priorities of this land and market.

In the past year, a significant part of our audience has become large industries and companies, the knowledge-based production leap law has created good capacities to support demand-oriented plans and programs and provides a good opportunity for the knowledge-based field players to become the main and key players of the economy; Science and technology parks should use this capacity and use the capacities of the law to support projects, plans, and teams based on community demand.

Creation of co-creation centers and participation of Prominent companies in meeting strategic needs.

The vice president of science, technology, and knowledge-based economy, pointed out that many capacities and infrastructures have been developed and created, and that the scattered and numerous capacities created over the past years should be added together to develop important and comprehensive programs and plans, he continued: Contract production and development centers under the title of co-creation are infrastructures that can help in the sustainable development and realization of large plans based on the needs of society based on a synergistic model. Co-creation centers should be established with a comprehensive and extensive view of the Middle East and have the capacity and power to provide a complete set of services from design to packaging, supply, marketing, etc. to at least hundreds of knowledge-based companies.

Dehghani added: we must develop these new models by looking at the previous models and creating a local model that fits our conditions, and accordingly expand large, efficient, effective, and synergistic infrastructures, i.e., co-creation centers.
