Ruhollah Dehghani, Vice President of Science, Technology and Knowledge-Based Economy, stated in this meeting that the role of knowledge-based institutions in the life of the society and the translation of this economy to the social sphere is the main strategy in the Vice Presidency of Science, as the executive arm of the government in the field of science and technology. He continued: The system of thought that exists behind the new structuring of the Vice-Presidency of Science, Technology and Knowledge-Based Economy based on the separation and specialization of technology development headquarters and knowledge-based economy development headquarters is the result of expert and field surveys, research of past and current models in the country and the international arena and dozens of specialized meetings.

Referring to the definition of people's knowledge-based economy in the form of knowledge-based economy development plans and under this strategic and operational guideline, the vice president of science, technology and knowledge-based economy said: All these strategies are crystallized in the form of a series of programs. The programs should be defined in a number that is proportional to the capacities of the headquarters and each area, and the correct and accurate selection of the programs will be the responsibility of the headquarters' secretaries.

Mashayekh stated that the performance of the headquarters should be proportional to these 6 functions and in each of the mentioned 6 areas, there should be a balance of performance. and also, other tools to work in a balanced way and in this regard, the performance of the headquarters will be evaluated based on the way of benefiting and the executive application of these capacities.
Mahdi Eliyasi, Deputy for Policy and Development in the Vice Presidency of Science, Technology and Knowledge-Based Economy, also stated in this meeting that the Office of Science is now recognized as a key player in the field of science, technology and knowledge-based economy. It is that the role of the scientific deputy, until a few years ago, was only considered as an actor in the field of science and technology who understood the words of economic actors and was expected to link the world of technology to the world of economy. Now, however, the scientific vice-chancellor has become a key player in the field of economy, and the approach of developing the knowledge-based economy with the help of the headquarters of the development of the knowledge-based economy has been adopted in this direction.
