Based on the agreement between the Vice Presidency of Science and Customs

Supply of 50 customs container detectors by knowledge-based companies

A joint cooperation agreement between the Vice Presidency of Science, Technology and Knowledge-Based Economy and Customs was signed for the development and exploitation of indigenous detection systems.

According to the Communication and Information Center in the Vice Presidency of Science, Technology and Knowledge-Based Economy, the joint cooperation agreement for the development and operation of local systems for the inspection of container, luggage and rail detectors was signed by Ruhollah Dehghani, the Vice President of Science, Technology and Knowledge-Based Economy, and Mohammad Rezvanifar, the head of customs of the Islamic Republic of Iran.

On the sidelines of the ceremony, Dehghani said, referring to the ability of knowledge-based companies in the design, production and development of customs detection equipment technology, "smartening the customs inspection processes is a matter of great importance, and its macro effects on the country's economy will be significant." In this regard, there have been good cooperations and synergies with the country's customs, and the result of these cooperations will be agility, intelligence and acceleration of customs processes.

He added: "Fortunately, there is common literature and understanding between the Vice Presidency of Science, Customs of the Islamic Republic of Iran, and knowledge-based companies, as a result of which, the necessary grounds have been provided for the introduction of domestic advanced equipment and technologies developed by Iranian technologists into inspection and customs processes."

The Vice President of Science, Technology and Knowledge-Based Economy, stated that the focus of this agreement is the supply of customs inspection equipment, including container, luggage, human and rail detection, and added: According to this agreement, knowledge-based and technologist companies, during a two-year process, will design, manufacture and provide 50 container detectors to the customs.

Referring to the role of knowledge-based companies in the development of inspection and customs processes, Dehghani said: According to this agreement, in the first year, 17 devices and in the second year, 33 X-ray container detectors will be manufactured by knowledge-based and technological companies and presented to the customs.

Referring to the process of transferring technology from other countries under the supervision of the Vice Presidency of Science, he said: According to this agreement, all evaluation and approval processes, as well as technology transfer, according to the customs' needs, for a significant number of these equipment are under the supervision and approval of the vice presidency will be done scientifically.

Referring to the role of knowledge-based companies and the vice presidency of science in the implementation of the comprehensive and intelligent customs system, the head of the National Elites Foundation said: Fortunately, the customs has a serious determination to use technology and innovation, make it smarter, accompany and support knowledge-based companies, and implement and implementation of the comprehensive customs system is another aspect of the cooperation between the Vice Presidency of Science and the country's customs. A significant number of knowledge-based and technological companies have the ability to provide services in the subject areas related to customs, and by calling and evaluating them, the ground will be provided for the entry of these companies and the penetration of their technologies and innovations into customs.

Dehghani pointed to the creation of grounds for accepting the guarantees of research and technology funds by the customs and stated: Considering the activity of more than 70 research and technology funds in the country, there is the capacity for the customs to accept the guarantees of research and technology funds in addition to bank guarantees. Acceptance, if this issue is realized, a significant contribution will be made to facilitate the import of technological products needed by knowledge-based and technology companies. With the initial agreement made with the country's customs, the research and technology fund guarantees will be approved as a pilot for 20 knowledge-based companies, and if successful, this work will be extended to other knowledge-based companies.

Customs determination to support knowledge-based institutions

Mohammad Rezvanifar, the head of the country's customs, also pointed out that knowledge-based companies have priority in all customs processes and continued: more than 95 percent of knowledge-based products are in the customs green route and knowledge-based companies have priority in customs processes. Efforts have been made to use the capacity of these companies in making customs processes and services more intelligent, and customs has prioritized knowledge-based companies in providing facilities and in the dispute resolution commission.

Referring to the implementation of the comprehensive customs system in an intelligent manner and with the effective role of the Vice Presidency of Science, Technology and Knowledge-Based Economy, he said: Fortunately, this system has made 70% progress and is on the way to implementation. This smart project is the result of the role of knowledge-based companies and the support of the Vice Presidency of Science, Technology and Knowledge-Based Economy in a constructive and complementary cooperation with customs.

Referring to the provision of specialized services to knowledge-based companies by customs, Rezvanifar said: Currently, six customs terminals are providing services as specialized knowledge-based customs, and a specialized knowledge-based customs office will be established in cooperation with the Vice Presidency of Science and the Ministry of Communications.

He said about the provision of customs services to information and communication technology companies and added: the process of providing specialized customs services in the field of communications, where many companies are active in this field, will be implemented at Payam Airport as a specialized customs office, and soon the first dedicated customs office in the field will be implemented. Communications will be opened and we will extend the experience to other dedicated customs.
