Ruhollah Dehghani, Vice President of Science, Technology and Knowledge-based Economy, referring to the potential capacities of technological cooperation between Iran and Russia, said: the world is changing in new ways based on knowledge and technology, and the region is also witnessing the formation of new poles of science and technology. Russia is one of the main actors of knowledge and technology in the region and the world with its historical background and valuable achievements. Just as the world recognizes Russia's scientific capabilities and technologies, the Islamic Republic of Iran has also achieved good achievements in the field of science and technology and is considered one of the main players in this field.

The Vice President of Science, Technology and Knowledge-Based Economy continued: It seems that strategic cooperation between Iran, Russia and some other countries such as China can be effective and open the way. Therefore, we are very interested in forming stable cooperation with friendly countries, including Russia, in the fields of science and technology.

Dehghani reminded Iran's technological achievements in recent years with the help of knowledge-based companies and educated and elite manpower and added: In recent years, the Islamic Republic has achieved remarkable successes in various fields of technology such as biotechnology, telecommunications, nanotechnology, communications and other fields. It seems that now is the right time for the formation of bilateral cooperation between the two countries, especially in various scientific and technological issues.

The head of the National Elites Foundation continued: With the formation and start of the activities of the High Committee for Technological Cooperation between Iran and Russia, technological projects should be defined and implemented seriously, with specific missions and on a precise schedule. Revival of this committee will be a good axis and starting point for future cooperation, development of innovations and design and definition of next technological projects.

Referring to providing the real market to knowledge-based companies, Dehghani said: The issue I mentioned in the discussion of economics was based on the fact that it calculates the real needs of the market and provides it to the companies. Last year, we signed a cooperation agreement worth nearly 3 billion dollars in the fields of oil, gas, energy, water and electricity, which we hope will be implemented in the form of large-scale projects in the country within 4 years. We also have legal tools such as market monopoly and import ban so that companies can have peace of mind in terms of activity and production. We believe in the development of common infrastructure for national projects and even in the country we try to integrate resources so that we can have large and national capacities.

He added: "We certainly welcome international cooperation with Russia in this direction, which can become the basis for strengthening the parties." Let's take two important steps to follow up and implement the suggestions made in this meeting. First, a committee should be created to regulate and regulate technology products and facilitate the exchange of products between the two countries. Also, the creation of a joint investment fund in the fields of technology and smaller activities can be defined under this joint working group, which includes the maintenance of joint property rights of common technology between the two countries. The formation of the technology anti-embargo committee under the Shanghai agreement and the joint cooperation package between the technology parks of the two countries can also be one of the other axes of interaction between the two countries on the basis of this joint cooperation committee.

Preparation to benefit from Iran's technological capacities

In another part of this meeting, Fursenko, the assistant to the president of the Russian Federation in the field of science and technology, considered the use of modern technologies and innovative experiences of other countries to improve people's living standards and progress as a strategic priority of Russia and said: Regarding the fields of technology that are a priority It is an Islamic Republic, in Russia there is a special determination and concern for their development and this is not strange because these areas are the strategic priorities of life. For example, in the field of transportation, we have paid more and more attention to it. In order to avoid conflicts and challenges, we must pay serious attention to the issue of transportation.

He added: If we can improve access to transportation by using technological solutions, public justice will also be realized and we can distribute facilities in a better way.

Referring to the serious attention to technologies in the field of environment and climate, he said: In the field of environment, in the sectors where we are facing challenges, we can make positive changes and reforms with the help of technology and at the same time adapt ourselves to the changes that are inevitable. .

Referring to the field of energy as a common and widely used currency among countries, Fursenko said the importance of developing technologies in this field and added: In all technological fields, energy has an important position and is known as one of the challenges in various fields. We advance this issue towards optimization by using innovation and modern knowledge. Also, we pay serious attention to the field of artificial intelligence, as a widely used scientific and technological field, considering the technological capabilities that exist in Iran, we are ready to cooperate in these fields.

Emphasizing the necessity of creating a regulatory system for the market of knowledge-based companies, he said: Technologists and producers are looking to ensure that their products have a suitable market. For example, after the lifting of sanctions, this product will still have buyers. Today's market needs regulation and what the market needs today is a qualified and competent customer. This client tells us what these requirements are and how long this requirement will be in place. We are looking to establish this regulation for Russian and Iranian companies.

In another part of this meeting, Mustafa Ghanei, Secretary of the Knowledge-Based Economy Development Staff of the Health Sector, stated: In the many trips we had to Russia and the meetings with the Russian scientific and technological authorities, various memorandums were signed, but one of the most important areas as a serious demand is to facilitate the exchange of biological drugs and technology between the two countries of Iran and Russia. Considering that the health economy also has a high knowledge base and provides the basis for the progress of the two countries, it seems that facilitating the process of technologies and products in this field can be one of the axes of cooperation between the parties.

Ghanei stated that it was decided that the food and drug laboratories of the two countries should bring their regulations closer to each other in order to facilitate the exchange of products of these two areas, and continued, "If we reach agreements and a common point in this area, the exchange of food and drugs will be facilitated." There are preparations for biological anti-cancer drugs and laboratory equipment, and in the field of food security, we have reached an agreement on the field of chicken lines or chicken ancestors, and we are ready for cooperation between the two countries in the fields of food security.

Also, the head of the Strategic Technologies Development Center, Shaghayegh Haghjooye Javanmard, said that he was ready to exchange Iran's experiences and achievements with other countries in the field of strategic technologies and knowledge frontiers, and continued: The importance of strategic technologies is important in addition to security and military applications. It intends to transform people's lives. Technology helps an educated and creative generation to determine the fate of future generations. We should be able to make this facilitation in joint operational measures that have specific output and results. For example, the issue of climate change, which is the problem of all the countries of the world, is one of the areas where we can take joint technological measures.

Pointing to the readiness for cooperation in the field of strategic technologies with the focus on joint technological projects, she said: Among these priority areas are laser, optics and quantum, artificial intelligence and robotics, cognitive sciences and technologies, nanotechnology, communication and technology, medical biotechnology. She pointed out advanced materials and manufacturing and a set of technologies that make us live better.

The secretary of the digital economy and intelligentization technology headquarters also pointed to Iran's progress in the field of information technology, communication, intelligentization and digital economy with the help of the young and educated generation and said: limitations in the field of digital economy are not much of a concern for the country's technologists and we have been able to create a suitable platform to provide for the development of this technology. Too much attention to this area and the serious determination of young Iranian elites has made the development of this area not a choice but a necessity.

He stated that we need joint cooperation and market development to make this field scalable, adding: Another common field of cooperation is the development of the platforms market. These platforms are e-commerce, smart transportation, and so on. By connecting the markets to each other, we can go to the markets of other countries. Iran has the largest platforms in the Middle East, which is considered a good partner for bilateral cooperation.

Mollazadeh also pointed to the educated and creative human force and added: the next capacity is the existence of expert, capable and quality forces in Iran, which reduce the costs of technology development and product production for various reasons. We are ready to solve the needs in the first place and form large multinational companies with the cooperation of allied countries.

Reza Soltanalizadeh, the head of the steering center of the special headquarters for the development of the knowledge-based economy, also pointed to the number of 12 specific areas and planning for joint cooperation between Iran and Russia and said: Among these, 6 areas of cooperation have been proposed, which can create platforms for cooperation in these areas as development of upstream equipment of oil, petrochemical gas and power plant on the issue of agriculture and greenhouse products which have a high added value and are needed by the country, are the three main axes of cooperation, also in the three technological issues of metal and mineral industries, air industries, in the field of wood industry technologies In which Russia is the leader, preparations for cooperation have been made. Knowledge-based cooperation can be formed in the form of large Iranian and Russian companies so that the works have good economic dimensions and reduce the possibility of their failure.
