According to the information center of national elites foundation, Sorena Sattari, the vice
president for science and technology affairs, pointed out the role of creative
and innovative youth in the formation of the necessary infrastructure for
economic development of the province, which is the basis of flourishing of
domestic potentials, on the 22^nd meeting of economy of resistance,
stating: combination of creative abilities of the youth with domestic potential
of provinces in order to form knowledge-based businesses and startups can lead
to the realization of a proper foundation for significant development of
knowledge-based economy.

Sattari pointed out that knowledge-based economy will be the basis
for the formation of a new type of link between industry and academics. In this
regard, he continued: in the past, we had universities which were not
established based on the domestic situation of the country and were mainly
based on non-local and western models. Therefore, the industry university of
Iran, where no innovation has penetrated into, is also not local.

President of the knowledge-based economy, technology and science
development headquarter stated that local industries, such as carpet and
creative-cultural industries, are among the most important investments of
Zanjan Province to growth a knowledge-based economy based on the creativity of
its youth. He also asserted: various groups have developed cultural industries
and handicrafts in the past with their own love and sympathy. Over the years,
this industry have been able to survive due to being established on a proper
foundation. Today, the path of economic transformation is paved with the use of
innovation of educated youth.

Formation of Creative Industries by the Private Sector the Only
Solution for Flourishing the Abilities of the Youth

According to Sattari, transformation of provinces is possible by
providing an innovation and entrepreneurship ecosystem in order to form
startups and knowledge-based businesses by academic graduates. The vice
president for science and technology affairs regarded the elimination of
barriers to role-playing of the private sector in the business field as the
necessity of following up of this business environment, in addition to adaptation
of basic education to knowledge-based culture and moving of universities toward
the flourishing of entrepreneurship in the youth.

Transformation in Startups Requires Legal and Executive Structures

Sattari talked about the role of executive organizations of
provinces in the formation of an innovation and entrepreneurship ecosystem,
adding: the entrepreneurial movement of startups will not be realized unless
the present legal and executive structures apply knowledge-based economy
instead of a resource-based attitude in order to form businesses.

According to the president of the national elites foundation, return
of top non-resident elites based on ecosystem of entrepreneurship is the best
infrastructure for return of elites, laying the foundation for activities of
more than one thousand students and graduates.

Signing of a Memorandum of Understanding for Support of Science
and Technology Park

During the meeting, a memorandum of understanding was signed in
the presence of the governor of Zanjan, head of Pardis technology park, the
vice president for science and technology affairs, and general manager of
technological affairs of ministry of science to support the science and
technology park of Zanjan. According to this agreement, the Vice-Presidency for
science and technology affairs will support the establishment of science and
technology park of Zanjan and ideas presented by companies based on this park,
including Datacenter, cyber city and cyber tower.
