The head of the elites foundation in Alborz Province is appointed by a decree by Dr. Mahmoud Saadat Foumani.

According to the information center of national elites foundation, in the text of the decree of Dr. Saadat Foumani addressed to Dr. Mohammad Nabyouni, we read: given the necessity of facilitating the booming of ideas of elites in Alborz Province and formation of cooperation between elites and authorities of the province, and considering your scientific rank, commitment and competency, I hereby appoint you as the head of the elites foundation in Alborz Province.

It is hoped that attempts will be made to deal with affairs related to elites and help the flourishing of top ideas and supporting the related efforts by optimal use of extensive abilities of the province with the help of God within the framework of statute of the national elites foundation, rules of establishment and administration of the provincial elite and approval of the trustees of the foundation using the consultation of elites and top talent holders at different levels.

Evidently, the esteemed governor, heads and managers of universities and scientific, cultural and industrial centers of the province will make the necessary cooperation in this regard.
