According to the information center of national elites foundation, Sattari expressed in his decree addressing Dr. Reza Lotfi: given the necessity of providing and facilitating the prosperity of the elite in Razavi Khorasan province and creating and strengthening cooperation between the elite and the province’s officials, and with regard to your level of commitment and efficacy, I hereby appoint you as the president of the national elites foundation for three years.
